Opportunity

The main objective of this role is to oversee and manage all aspects of water supply infrastructure development and operations for a critical water treatment plant at Lomas Bayas, with significant regional and ECONSA relationship management responsibilities.   As the Water Treatment – Project Delivery Manager, responsibilities include overseeing water supply projects for Lomas Bayas and ECONSA, ensuring water delivery to Alto Norte and Lomas Bayas while meeting regulatory requirements, optimizing project budgets and schedules, and leading cross-functional teams to mitigate risks and achieve project goals. This role holds high visibility within the global Copper Department, managing substantial investments in water infrastructure and overseeing a significant project portfolio.

Specific initiatives include implementing Latin Americas first circular water economy project and constructing the regions largest wastewater treatment plant, aiming to make Antofagasta Chiles first city to achieve 100% water reuse. The role requires strong negotiation skills with ECONSA and active participation in strategic boards to secure long-term water rights and ensure project success critical to regional water supply and sustainability goals.

In this role you will be responsible for:

  • Ensure construction, pre-commissioning, commissioning, and start-up of the Treatment Plant align with safety, quality, and schedule metrics. Manage the development of pipeline construction engineering. Control and fulfil physical milestones of the work.
  • Contribute to monitoring and controlling the construction of the treatment plant in terms of scheduling and cost control.
  • Implement Pipeline Construction Project Management
  • (CMF Standard).
  • Define and implement the contract management model for the entire project.
  • Define and implement the modality of progressive approach to Econssa. Monitor the Econssa tender process to ensure compliance with the contractual plan. Control Glencore and Econssa Project Schedule and Budget
  • Ensure water supply until the entry into force of the contract (bridge contracts for AN and LB).
  • Operationalize contractual clauses and ensure compliance with deadlines.
  • Define governance for the management of communication between Glencore, Econssa, and Bidders Responsible.
  • Define governance for the management of communication with authorities. Maintain good relations and communication with required governmental authorities.
  • Secure the extension of LBs existing inland water use permits for the period 2027.
 
About the profile:

  • Bachelor’s degree in engineering (Civil, Hydraulic, or related fields), Environmental Science, or a related discipline. Master’s degree preferred.
  • Proven experience (20+ years) in project management within the mining or heavy industries sector.
  • Certification in Project Management (PMP) or similar credentials.
  • Proven track record in managing large-scale infrastructure projects, preferably within the water treatment or related sectors (water treatment processes and technologies or distribution networks).
  • Experience in implementing innovative projects or technologies, particularly in the areas of water reuse, circular economy initiatives, or advanced wastewater treatment solutions.
  • Strong understanding of water supply systems, infrastructure development, and regulatory requirements. Experience navigating regulatory frameworks and ensuring project compliance.
  • Familiarity with sustainability practices and environmental impact assessments.
  • Demonstrated ability to effectively oversee the quality, consistency, standardization of planning and estimating processes, project timelines, budgets, and resources essential for effective project management.
  • Experience in managing key contracts and ensuring compliance with project timelines and budgets.
  • Proficiency in analyzing cost, schedule, and technical performance deviations to document lessons learned and improve project efficiency.
  • Propose and develop improvements and synergies to meet the organizations renewal and learning needs.
  • Proven leadership capabilities with a track record of effectively leading cross-functional teams.
  • Experience managing diverse teams, including technical experts and contractors, to achieve project objectives.
  • Strong communication and negotiation skills with experience in managing relationships with stakeholders such as government agencies, local communities, and project partners.
  • Experience in managing project budgets, financial forecasting, and implementing cost control measures.
  • Ability to optimize financial resources and mitigate financial risks associated with project execution.
  • Successfully presents to Project Steering Committees with estimating, planning analysis, and recommendations for project progress.
