Glencore’s Portovesme Critical Raw Materials Hub selected as ‘Strategic Project’ by European Commission

Glencore’s Portovesme Critical Raw Materials (CRM) Hub, currently under pre-feasibility study, has been chosen by the European Commission to qualify as one of the first 47 designated ‘Strategic Projects’ under the European Union’s (EU) Critical Raw Materials Act. 

Located in Sardinia, Italy, the Portovesme CRM Hub project would establish a fully European battery recycling value chain to enhance Europe’s battery recycling capacity and help support the circular economy and produce the critical minerals needed for energy transition technologies. It would use state-of-the-art hydrometallurgical technologies to recover raw materials from black mass – generated by the pre-treatment of end-of-life batteries and scrap sourced from across Europe – and produce critical battery materials including nickel, cobalt and lithium.

If executed, the hub is expected to be a crucial European producer of battery grade products, directly supporting the Critical Raw Materials Act’s target of recycling at least 25% of the EU’s annual consumption of these materials by 2030. It would repurpose part of the existing Glencore metallurgical complex in Portovesme and be developed using technologies to reduce energy consumption, while also integrating renewable energy where feasible.
